Read and Publish Agreements

Read and Publish agreements, also known as transformative agreements, include a single agreement that includes subscription fees and article processing fees. Details of our library's Read and Publish agreements through ANKOS and EKUAL are given below.

A “Read & Publish” agreement covering the period 2026-2028 has been signed between TUBITAK ULAKBİM and Cambridge University Press.

  • Under this agreement, the right to publish in open access is provided without any quota.
  • An institutional email address must be used.
  • The researcher must be the corresponding author.
  • As per the agreement, authors from institutions that are members of Hybrid and Gold Open Access journals will not be charged article processing fees.

Note 1: Between January 1, 2026 and February 16, 2026, articles published in closed format in Hybrid journals will be converted to Open Access free of charge, upon the author's request and with the approval of TUBITAK ULAKBİM.

Note 2: During the agreement period, articles published in closed format in hybrid journals can be converted to open access within a maximum of 3 months from the publication year, upon the author's request.

A "Read & Publish" agreement covering the period 2026-2028 has been signed between TUBITAK ULAKBİM and the Institute of Physics.

  • Under this agreement, the right to publish in open access is provided without any quota.
  • An institutional email address must be used.
  • The researcher must be the corresponding author.
  • As per the agreement, authors from institutions that are members of Hybrid and Gold Open Access journals will not be charged article processing fees.

Note: All articles submitted from January 1st onwards can be published as Open Access in both Hybrid and Gold journals.

 

A “Read & Publish” agreement covering the period 2026-2028 has been signed between TUBITAK ULAKBİM and Oxford University Press.

  • Country quotas apply:

2026: 400 articles

2027: 408 articles

2028: 416 articles

  • A corporate email address must be used.
  • The researcher must be the corresponding author.
  • According to the agreement, all Oxford Journals Online Hybrid and Full Open Access journals indexed in SCIE, SSCI, and AHCI are included, regardless of impact factor. If the quota is available, no article processing fee will be charged.

Note: Open Access support is only valid for publications of the following types: Research Article, Review Article, Brief Report, Case Report.

A “Read & Publish” agreement covering the period 2026-2028 has been signed between TUBITAK ULAKBİM and the Royal Society of Chemistry.

  • Country quotas apply:

2026: Gold + Hybrid/255

2027: Gold + Hybrid/260

2028: Gold + Hybrid/260

  • An institutional email address must be used.
  • The researcher must be the corresponding author.
  • According to the agreement, authors from institutions that are members of Hybrid and Gold Open Access journals will not be charged a processing fee if a quota is available.

Note 1: If an author applies, they will be placed in the queue according to the “first come, first served” rule.

Note 2: It is possible to request that articles accepted for publication between January 1, 2026 and the date the contract is signed be retroactively converted to Open Access Articles.

A “Read and Publish” agreement covering the 2026-2027 period has been signed for the SAGE Journals database, an electronic resource provided by our library.

  • An institutional email address must be used.
  • The researcher must be the corresponding author.
  • The article processing fee (APC) is set at £200.

A "Read & Publish" agreement covering the period 2026-2028 has been signed between TUBITAK ULAKBİM and Springer Nature.

  • The open access publication quota for 2026 is 3,094.
  • An institutional email address must be used.
  • The researcher must be the corresponding author.
  • As per the agreement, publications of the "Original Article," "Review Article," and "Continuing Education" types in Springer Nature Hybrid Journals of Group Q1 and Q2, which are indexed in Web of Science (SCI, SSCI, AHCI), will be eligible for Open Access support. If the quota is met, no article processing fee will be charged.

A “Read & Publish” agreement covering the period 2026-2028 has been signed between TUBITAK ULAKBİM and Wiley.

  • Country quotas apply:

2026: Gold/650 + Hybrid/1173; total: 1823

2027: Gold/659 + Hybrid/1196; total: 1855

2028: Gold/668 + Hybrid/1220; total: 1888

  • An institutional email address must be used.
  • The researcher must be the corresponding author.
  • As per the agreement, authors from institutions that are members of Hybrid and Gold Open Access journals will not be charged article processing fees if their quota is available.

Note 1: If an author applies, they will be placed on a first-come, first-served basis. An author can receive support for article processing fees for a maximum of 5 articles per year.

Note 2: Under this agreement, support is provided for Q1 and Q2 journals in the Web of Science SCIE and SSCI categories, and all journals in the AHCI category (including hybrid and gold open access journals). No journals in the Web of Science ESCI category are covered by this support.
